The internet has again failed me
Turns out, there IS no clear source for the line:
Put your hands in air
and wave them around
like you just don't care
This was already a commonplace back in my college radio days in the '70s - Grandmaster Flash came close to saying it, I'm pretty sure Cameo said it - but who was FIRST to say it? Google won't tell me. (Apparently it's in at least 100 songs....)

Interesting; Google has failed us both! I spent awhile trying to source that line myself, several years back.
Some lines just seem to enter the music culture and become "public domain;" most commonly it seems in folk and blues music. It happens with rock and rap, too; interesting if/that this is such a line. Maybe someone can trace it's appearances in music and see where it's been.
